Clear a held check

POST/transfers/checks/{check_transfer_id}/clear

Release the hold on a check in a hold state and issue it. The check is validated and screened again at clear time, then printed and mailed if Column delivers it. A hold moves no money, so on a prefunded account the funds lock at clear, like an ordinary issuance.

An optional reviewer comment recorded with the approval or rejection when the held transfer requires approval. Ignored for holds that do not require approval.
